In 1987, Japanese National Railways developed Kiha54-500 single-car diesel multiple unit (DMU) trains for JR Shikoku having weak management environment, before the splitting of JNR into the new privatized JR companies.
The vehicle design incorporates light weight stainless construction, having two 900mm wide folding doors on each side of the vehicles and double-hang unit assembled windows. Passengers can open or close doors manually by pushing buttons.
Bogies are DT22A which disused vehicles were equipped with. Kiha54-0 vehicles employ two flat-six arrangerment prime movers, DMF13HS, rated at 250 PS which adopt direct injection. The hydraulic transmission gear is TC2A/DF115A which disused vehicles were equipped with.
The accommodation is bucket type longitudinal seating. No toilet is provided. The air conditioner, AU26, is driven by the traction engine.
Although Kiha54-0 had been used on the rural services of Dosan line, they are now used on the rural serices of Yodo, Yosan and Uchiko lines.
