In 2000, JR Central developed class 923 in order to replace superannuated class 921/922 used as a high-speed track and overhead feeder line inspection train for the Tokaido-Santo Shinkansen. The maximum speed is 270 km/h.
It is based on the production 700 series design. The nose section profile is same as that of 700 series. Class 923's bodies are made of Aluminum alloy hollow extrusions such as 700 series. Although class 921 track inspection vehicle is equipped with 3 trailer bogies, a track inspection vehicle located at car's No. 4 is equipped with 2 trailer bogies. The other vehicles are motored. Although class 923 adopt TDT204 for motored vehicles such as 700 series, a track inspection vehicle adopts TTR8001 equipped with 2 anti-yaw dampers and inspection devices.
