Background and overview
415 series built by Japanese National Railways (JNR) in 1986 have some improvement including stainless body construction and were classified into -1500 subseries. 415-1500 series EMU were delivered to the Joban line and Kyushu region.
At the splitting of JNR into the privatized JR companies, JR East and JR Kyushu received 415-1500 series in 1987.

Car body
They have 2950mm wide body, incorporating light weight stainless construction. They have the blue waistline and headline bands running the length of each car below and above the windows. Cab ends are covered with a Fiber Reinforced Plastics (FRP) panel and electrolytic colouring aluminum black plates are fitted above and below windscreens. They are equipped with three 1300mm wide double-leaf automatic sliding doors. Drop windows and door case windows are fitted between the doors. Door operating equipments are TK4J fitted under the seatings. Traditional roller-binding destination screens are fitted on the body. An air conditioner, AU75G, rated at 42,000kcal is fitted on the centre of the roof. Forced ventilators are fitted on the both side of the air conditioner. End cars are not equipped with the automatic jumper coupler to ease rush-up operations.

Bogies
Their bogies are DT50C/TR235C featuring bolster-less secondary air suspension, corn-shaped multilayered rubber spring journal supporting system, and double collar sealed roller bearing for improved stability at high speed. Traction device of the bogie is multilayered rubber spring.
These modification of their bodies and bogies made their total mass 4-6 tons lighter.

Traction unit and auxiliary equipments
Eight powerful series-wound brushed DC traction motors, MT54D, with a power output of 120kW are controlled by the armature-resistance traction control system, CS12G, fitted to intermediate cars, Moha415-1500. Class Moha414-1500 vehicles are equipped with a self-cooling traction rectifier, RS49, and a traction transformer, TM20, under their floor. Class Moha414-1500 vehicles are also equipped with a diamond shaped current pickup, PS16H, and an air-blast circuit-breaker, CB103A on the roof. Class Kuha411-1600 vehicles are equipped with a motor generator, DM106, with a power output of 190kVA and an air compressor, MH3075A-C2000M, under the floor. 415-1500 series adopt electromagnetic straight air brake. The rheostatic brake is available.

Accommodation
Seating is longitudinal throughout. The air conditioning duct is fitted above the ceiling in order to improve interior design and the outlets of cool air are slit shape. All vehicles are not equipped with cross flow air blowers on their ceiling. Although vehicles delivered to the Johban line employ box-shaped loud speakers fitted under the ceiling, vehicles delivered to Kyushu employ the ceiling embedded loud speakers.

Improvement
JR East continued to deliver additional 415-1500 series vehicles, employing the ceiling embedded loud speakers and the luggage rack assembled by stainless pipes, although former 415-1500 series vehicles employ the aluminum wire-netting luggage rack. Vehicles built from 1989 discontinued lids on the floor for the maintenance of traction motors in order to reduce the noise in the passenger room. Their traction transformer is TM24, operating under only 50Hz.

Scrap
415-1500 series owned by JR East were withdrawn by replacing by E501 series and E531 series, and remaining vehicles had been withdrawn in 2017.

Latest operation status
415-1500 series owned by JR Kyushu are now used on the ordinary services of Sanyo, Kagoshima, Nagasaki, and Nippo lines.
