Background and overview
JR Kyushu developed 817-0 series rural AC electric multiple unit (EMU) trains for the start of the reginal services on newly electrified Chikuhou and Sasaguri lines branded "Fukuhoku Yutaka" line in October 2001. 19 two-car sets consisting of 1 powered vehicle and 1 trailer vehicle were delivered in 2001.

Car body
The double-skinned aluminum alloy construction is incorporated into the vehicle design. This construction by means of introducing the friction stir welding (FSW) technology introduces dovetail groove to be fitted with equipments and interior parts as a substitute for joining them by welding in order to reduce welding points and improve body rigidness compared with existing method to build the body by welding skins, columns, and ribs together for cost reduction. Their bodies are unpainted with hairline finish. The front cab section covered with tempered glass is equipped with a gangway door and an automatic gangway connection device to ease rush-up operations. A LED destination display is fitted above the gangway door. Two headlights applied sealed beam lamps are horizontally fitted each side of the gangway and two rectangular shaped LED trail lights below headlights. Anti-fall plates between vehicles are also introduced excepting the cab end. They are equipped with three 1300mm wide double-leaf automatic sliding doors on each side of the vehicles. Door operating equipments, TK404K are fitted above the door header of the sliding doors. A 3000 mm wide and 1000 mm high large fixed window is fitted between sliding doors and 1100mm wide and 1000mm high small fixed windows are fitted at the end of their body. Each window features green tinted heat ray absorbing tempered glass having transmittance at 30-40%. LED destination displays and loudspeakers, providing guidance broadcast for passengers waiting at a station, are fitted on each side of the body. They are equipped with an air conditioner, AU407K rated at 42,000kcal/h on their roof. No ventilators are fitted on the roof. End cars are equipped with the automatic jumper coupler to ease rush-up operations.

Bogies
Motored bogies are DT404K and trailer bogies are TR404K, featuring bolster-less secondary air suspension, corn-shaped multilayered rubber spring journal supporting system, and the single link traction device. Conical roller bearings are adopted and yaw dampers are prepared to ensure smooth ride characteristics even at 120km/h. Their bogie employing smaller 810mm diameter wheels realizes to lower their floor level. Twin Disc (TD) flexible joint employing deflecting plates made of carbon-fiber reinforced plastic (CFRP) is applied for power transmission device. The gear ratio is 6.53. Both motored and trailer bogies employ the single tread brake device.

Traction unit and ancillary equipments
Class kumoha817-0 vehicles are equipped with a traction system, PC401K, consisting of a 3-level PWM converter, a 2-level Variable-frequency drive (VFD) employing Insulated Gate Bipolar Transistor (IGBT), and a brake chopper reactor. This traction system controls 4 AC asynchronous traction motors, MT401KA, with a power output of 150kW. Class kumoha817-0 vehicles are also equipped with a traction transformer, TM409K, featuring natural air cooling with a power output of 1580kV under their floor and a single-arm current pickup, PS401K, on their roof. Trailer end vehicles, class kuha816-0, are equipped with a motor-driven reciprocating air compressor, MH410K-C1000ML, and an ancillary power supply unit, SC402K, with a power output of 5kVA under their floor. They feature the electric commanding brake with regenerative brake and holding brake, featuring brake control of trailer priority.

Accommodation
Seating accommodation consists of 2+2 abreast switchable transverse seating with 900mm seating pitch between doors and 860mm at the end of the vehicle. Their aisle width is 166mm wider than 813 series with the discontinuance of window side arm rest and featuring thinner aisle side arm rest. The seat and backrest are made of fire-resistant wood and have cushions and a headrest covered with black coloured leather. fold-down ancillary seats are provided next to the doorway, in order to increase standing capacity during peak hours. Their interior employs high hardness decorative aluminum panels coloured in white. Roller blinds are gotten rid of by introducing heat absorbent windowpane. Class kuha816-0 vehicles are equipped with a universal access toilet and a wheel chair space. The ticket machine, which put the ticket indicating the boarding station, is located beside doorways at the end of their body. The fare chart seven segment display and the fare box are located behind the driver's cab. The fare box is storable inside the driver's cab while the gangways of the front are opened. Their cab is a compartment type located at the left side of the train and the control desk of the driver's cab is equipped with a one handle master controller operated by the left hand. A rubbish bin is fitted at the opposite side of the driver's cab.

Modification
Seven train sets used on Chikuhou and Sasaguri lines are additionally fitted with stanchions behind fold-down ancillary seating at the doorway. They were scheduled to undergo a programme of refurbishment from 2021. Their accommodation was changed into longitudinal seating by removement of armrests, setback fixedness, and direction change of existing flip-over transverse seating and they were renumbered into -500 subseries. At the same time, fold-down ancillary seating located at the doorway was gotten rid of, and external security cameras were fitted on the side of the vehicle for driver only operation.

Operations
They entered revenue services on Chikuhou and Sasaguri lines branded "Fukuhoku Yutaka" line. They also entered rural services on Nagasaki and Sasebo lines in 2001. However, 24 vehicles used on Fukuhoku Yutaka line were displaced with 813-1000 series and redeployed to rural services on Kagoshima and Nippo line in 2003. 813-0/-500 series are now used on the reginal and rural service on Chikuhou, Sasaguri, Kagoshima, Houhi, Nagasaki, Sasebo, and Nippo lines.
