Background and overview
Japanese National Railways developed 113-2700 series suburban DC electric multiple unit (EMU) trains featuring extended seating pitch, the reduction of toilets the protection against snow, and coldness for the start of newly-electrified Kusatsu line linking Kusatsu and Tsuge in March 1980. 2 six-car sets consisting of 4 powered vehicles and 2 trailer vehicles were delivered and allocated to Takatsuki depot.

Car body
They have 2900mm wide body. Their body design incorporates lightweight shaped steel and pressed forming beam to realize a light weight body. Their skin and roof panel feature cold-rolled steel. The floor features lightweight painted vehicle floorboards for fireproof. Their cab end is gangwayed, having a gangway door and curved surface windscreens on the front. A destination roll sign is fitted above the gangway door. Two headlights employing the sealed beam light bulb are fitted each side of the gangway and two taillights are fitted below the headlights. The pneumatic horns located beside headlights are equipped with the shutter for the protection against snow. Unit assembled cab section is not employed but that constructed with main body together to strengthen the protection against collision impact. They are equipped with three 1300mm wide double-leaf automatic sliding doors. 1075mm wide double-hung unit assembled side windows, both the upper and lower sashes of which move up, and door case windows are fitted between the doors, and 1075mm wide double-hung unit assembled windows and a door case window are fitted at the end of the body. The window of the toilet was changed in oval shape. Door operating equipments, TK8A, allowing hand operation to prevent the passenger's room from being cold in winter are fitted on the door header of the sliding doors. A destination rollsign is fitted on each side of the body. Class moha112-2700 vehicles are equipped with 5 forced draught ventilators on their roof and the others 6. They are also equipped with an air conditioner, AU75B, rated at 42000kcal/h on the centre of the roof. Their livery is green with orange wide band around side windows.

Bogies
Motored bogies are DT21B, and trailer bogies are TR62, employing swing hanger construction, coil springs as bolster spring, and pedestal type journal supporting system. The bogie located at the front of the end vehicle is equipped with a small wedge plough. The parallel cardan drive with hollow shaft is applied for the power transmission device. The gear ratio is 4.82. Motored bogies employ the double tread brake rigging and trailer bogies employ the disk brake rigging.

Traction unit and ancillary equipments
Eight series-wound brushed DC traction motors, MT54D, featuring international standard are controlled by the armature-resistance traction control system, CS12G, fitted to powered intermediate vehicles, class moha113-2700. Class moha112-2700 vehicles are equipped with a motor generator, MH97-DM61, with a power output of 20kVA. Class moha112-2700 vehicles are also equipped with a current pickup, PS16, on their roof. Powered intermediate vehicles, class moha112-2700, and trailer end vehicles, class kuha111-2750, are equipped with a motor driven air compressor, MH80A-C1000, under their floor. They adopt electromagnetic straight air brake with the rheostatic brake. Pneumatic brake equipments are unitized for the protection against flying stones and water.

Accommodation
They have mixture of longitudinal bench seating and 85mm wider transverse seating bays than 113-700 series with 1490mm seating pitch. Longitudinal bench seating is located at beside doors. Class kuha111-2750 vehicles are equipped with a unit assembled Japanese style toilet constructed by fibre-reinforced plastic and having a chemical holding tank, located at the rear of the body. Class kuha111-2700 vehicles have no toilet.

Class kuha111-2700/-2750
Each 4 vehicles, class kuha111-2000 and kuha111-2100 were converted to class kuha111-2750 and kuha111-2700 to shorten 6-car sets of 113-700/2700 series to 4 car sets over the period from December 1983 until February of the following year. Their door operating equipment was changed into TK8A allowing hand operation to prevent the passenger's room from being cold in winter. The pneumatic horns located beside headlights are additionally equipped with the rotary shutter for the protection against snow.

Work for speed improvement
-7700 subseries
JR West modified 113-2700 series used on JR Kobe, JR Kyoto, Biwako and Hanwa line rapid services with some improvements over the period from January 1992 until March 1993, including load-responding brake, improved brake lining and shoe, improved primary spring for the hunting prevention, and changing brake lever ratio in order to introduce 110km/h operation, and classified them into -7700 subseries.

Class kuha111-7700/-7750
Each 4 vehicles, class kuha111-7000 and kuha111-7100 were converted to class kuha111-7750 and kuha111-7700 to reinforce the protection against snow and coldness over the period from February 2002 until September of the following year.

Class moha113/112-7700
Each 2 vehicles, class moha113-7000 and moha112-7000 were converted to class moha113-7700 and moha112-7700 to reinforce the protection against snow and coldness over the period from March 2003 until September.

Refurbishment programme N40
JR West commenced refurbishment programme on 10 113-7700 series vehicles to bring the accommodation and ancillary equipments at the similar level to the contemporary rolling stocks over the period from September 2001 until October 2003.

Car body
Corroded body skin was refurbished, and the rain gutter was integrated with the body skin. Ventilators on the roof were removed. Door operating equipments were changed into the direct driven type, WTK113, and the buttons beside the door were additionally fitted to open or close the door manually by pushing them. For draft prevention, side windows located between sliding doors were changed into the aluminum made double sash unit assembled window, the upper sash of which moves down and lower fixed, and windows located at the end of the body were changed into the fixed window. The method to equip door case windows and the windscreen with the windowpane was changed into gluing.

Accommodation
Prefabricated panels were employed for the ceiling construction to flat the ceiling and the fluorescent lights fitted on the ceiling were covered. Straps were fitted throughout their body. Seating accommodation was changed into 2+2 abreast switchable transverse seating with 910mm seating pitch excepting the end of the end vehicles. The overhead luggage racks were changed into constructed with pipes having the decorative cover at the edge. The covers fitted on the floor for the inspection of the traction motor were filled with the plates. Doors located at both end of the vehicle were changed into self-closing.

Life extension programme N30
JR West commenced life extension programme N30 on 40 113-7000 series vehicles to reduce the cost of the refurbishment programme N40 over the period from July 2003 until December.

Car body

Operations
113-2700 series entered revenue service and used on Kosei line local services linking Kyoto and Nagahara, and Kusatsu line rural services linking Kyoto and Tsuge along with 113-700 series at the start of electrified Kusatsu line between Kusatsu and Tsuge in 1980. 3 4-car sets were transferred to Obama line at the start of electrified Obama line in 2001. However, vehicles on Obama line rural services were displaced with 521 series and they were transferred to Kosei and Kusatsu lines again. Eventually 113-2700 (-7700) series used on Kosei and Kusatsu line local services were displaced with 223-2000 series and 223-2500 series, and they were scrapped in 2023.
