Background and overview
After splitting of Japanese National Railways (JNR), JR Central gave some improvements to 211 series EMU developed by JNR, and classified -5000 sub-series. Six 3-car sets and four 4-car sets began to be delivered in order to replace superannuated 103 series EMU and 113 series EMU from July, 1988.

Car body
A left windscreen is expanded below to provide sufficient passenger's view property. Although 211-0 series are equipped with an air conditioner, AU75G, 211-5000 series are equipped with two inverter-control air conditioner, C-AU711D. An auxiliary power supply is a DC-DC converter supplying 600VDC, for easier maintenance. 600VDC is supplied to air conditioners and air compressors. Loudspeakers fitted on each side of the body in order to provide guidance broadcast for passengers waiting at a station. The LED destination indicators are fitted on the body side.

Bogies
Their bogies are C-DT56/C-TR241 featuring bolster-less air suspension and corn-shaped multilayered rubber spring, preparing anti-yaw dampers in order to ensure smooth ride characteristics even at high speed. Traction device of the bogie is changed from multilayered rubber spring to Z link.

Traction unit and auxiliary equipments
Series-wound brushed DC traction motors, MT61, with a power output of 120kW realize larger torque at low speed and high speed by expanding the field weakening ratio to 35%. The gear ratio is 5.19 to get high traction force at starting and wide speed range of regeneration braking. Eight traction motors of Moha211 and Moha210 are controlled by the armature-resistance traction control system, CS57A, featuring field added excitation control. At the armature voltage control stage, armature resistance control and series-parallel control are applied. At the field weakening stage, field added excitation system, C-HS64, indirectly controls the electrical current of field by controlling the electrical current of inductive shunt. Forced field control by C-HS64 realizes regenerative braking. At low-speed range, the voltage of regeneration keeps by applying series-parallel control. If the regenerative brake is not sufficient, additional brake is provided by pneumatic friction brake. Class kumoha211-5000 vehicles are also equipped with a diamond-shaped current collector, PS21A, on their roof. Class moha210-5000 vehicles are equipped with an auxiliary power unit, C-SC25, which is with a power output of 130kVA and featurs a DC-DC converter supplying 600VDC, and a motor driven air compressor, MH3075-C2000M. The brake system is the electric command pneumatic brake.

Accommodation
Seating is longitudinal throughout. Luggage rack of 211-5000 series is assembled by stainless pipes, although 211-0 series is aluminum wire-netting. The inside of the doors is covered with a decorative plate Their sets are not equipped with toilets.

Additional delivery
JR Central additionally delivered 2nd batch's 211-5000 series differing from former 211-5000 series in having traditional destination rollsigns and improved motor driven air compressor, MH3075-C2000M from November, 1988.
3rd batch's 211-5000 series delivered from May, 1989, include some improvements. Class kuha210 vehicles are equipped with a Japanese style toilet and classified into -5300 sub-class. Class kumoha211 vehicles differ from earlier Kumoha211-5000 in having different current pickup, C-PS24A, and low roof section where the current collector is fitted, to reduce upper structure clearance for current pickup, since a tunnel section of the Minobu line is low.
4th batch's 211-5000 series delivered from February, 1990, employ improved air conditioner, C-AU711D-G4, fitting with loudspeakers inside.

Modification
Some longitudinal seating of Kuha210 was changed to the wheelchair space in 2002. The current collector was changed into the single-arm type, C-PS27 from 2006.

Operations
211-5000 series entered ordinary services of Chuo line in July, 1988. However, they are now used on the rapid and ordinary services of Tokaido, Chuo and Gotenba lines.
